When this was sent to me it was prefaced with these words:

Designed by DoD Office of Heraldry:   In anticipation of the “limited action” in Syria…New Shoulder Patch for US Troops in Syria…”

However, I suspect that anyone who has ever been in long enough for any expeditionary medal deserves it.
